Overview The CESA Legislative Committee monitors, reviews and on occasion takes a position on legislative and regulatory proposals that maximize local jurisdiction’s and private enterprise’s ability to effectively mitigate, prepare for, respond to, and recover from natural and man-made disasters and public health emergencies, protecting both physical and fiscal health. Can meet monthly depending on legislative activities.
CESA will communicate support and/or concerns regarding legislation by assigning a status to each monitored bill for members. CESA takes five positions on monitored legislation: Watch, Support, Support with Amendments, Oppose Unless Amended, and Oppose. Occasionally, CESA will send representatives a Position Letter on legislation that will impact emergency management, find these Position Letters below.

The Legislative Bill Tracker includes all legislation being considered in California related to Emergency Management that provides current status and legislative information for the current Legislative year.
CESA Legislative Position Letters Read the CESA Legislative Position Letters to discuss a particular piece of legislation with your representatives. These Position Letters are signed by the CESA State Board in opposition or in support of legislative bills.
AB 1108, County emergency plans CESA Position: Oppose Unless Amended (Apr. 07, 2023) CESA adopted an opposed unless amended position on AB 1108, requiring each county to review and update its emergency plan at least every 2 years. A letter was submitted to the Chair of the Assembly Emergency Management Committee in advance of the scheduled April 17, 2023 hearing.
